    Ricky

    to maurice?

DUH! matagal na naming alam na bong and lito are with the admin. whats new there? where have you been?

eh ang senadors mga nationally elected, as in milyon ang boto so parang lebel kay tita glo. kung baga sa chess parehong royals. eh the congressman are just pawns. dami nila.

pero in fairness ha, i admire these people who voted for chacha. they have the balls.
it takes a lot of guts and balls to be able to do that in philippine society esp now na lahat kalaban mo.

it doesn’t surprise me at all to see the three congressmen from Davao on the list:

NOGRALES, PROSPERO C. Davao City, 1st District
GARCIA, VINCENT J. Davao City, 2nd District
UNGAB, ISIDRO T. Davao City, 3rd District

as they say, be careful what you wish for, you just might get it. By voting for the passage of HB 1109, they must have been wishing for an electoral defeat. So we just have to grant their wish.

I don’t know Ricky… Seems most folks don’t realize they should have voiced their opinions DIRECTLY to their Representatives (by mail or phone) BEFORE the vote. That’s how you ensure your elected officials are working for the interests of their constituents. I’ll tell you what though… After the smoke clears, they’ll vote in the same greedy-money grabbing-idiots in the next election… That is, of course, if there is a NEXT election.

    m thinking sooo loud! i could go deaf . . . why not let us . . .

    1) i-print eto at i-post sa mga bulletin boards (virtual or physical)

    2) paki-link this site sa mga personal sites natin so that everybody we know knows as well (i.e., if some aren’t aware yet)

    3) for good measure, take note of the names at i-email sa lahat kakilala (a la chain mail ba ;).

siguro naman before next election comes, sa dinami-dami at paulit-ulet na kakakita at kakabasa nyan e kabidaso na natin lahat ang mga politico loco who we should be cautious of.

consider it as one-time big time pastime. you’ll be surprised of the multiplier effect that that would generate considering the virtual activity of pinoys in the Net.

nagkakabaraso-han na e. dahil marami sila nagagawa nila gusto nila… pero mas marami tayo. kung magkaisa lang siguro la reason for them not to listen… but if they still force it, God forbid if we exercise the same force. so while we can do this peacefully, let us do all we can. now.

    ATTENTION: Congressmen listed above.

panawagan lang po sa mga concerned, sana naman nag-consultation muna kayo sa mga constituents nyo bago gumawa ng mga desisyon na potentially would be chaotic considering the current political context… Kaya nga kayo tinatawag na “representative” e. ‘m no polsci expert but that would have been the responsible thing to do. di nyo lang naman personal prerogative yan. if you were really thinking for and care about your respective districts that elected you in the first place (to represent THEM), that should have been considered.

ang nagiging problema kasi ilang beses na ini-urong daw yan issue na yan… kapag tahimik na mga tao pailalim bigla isusulong ulet. kahit saan mo tingnan, sabihin man kahit wala motive na panget, what do you guys expect people to think? kasalanan ba makapg-sisp may niluluto kayo when we cannot even count on your words to stick — you who vowed to represent us. maalala nyo sana sinumpaan nyo tungkulin. o kung di nyo kaya panindigan mag-resign na lang para mabigyan chance mga tao willing to really serve this country.

next year, election na naman. kaya pa ba natin paulit-ulet na ganito? sana pulutan na eto ng aral. maging mapagtanong, mapagmasid at alamin kung sinu-sino ba itong mga taong tumatakbo. ano ba nagawa nila for the people they represent? effective ba sila sa mga ginanapan nila pwesto? nasangkot ba sila sa katiwalian? ano ba klase paninindigan meron sila? makabayan-enough ba sila to set aside personal concerns for the common good (naipakita ba nila ito in the past)?…

na-appreciate namin move by some networks to provide forum where we can get to know more next election’s presidentiables. this way the people can weed out the trapos and clear the way for the true rennaisance man who has the capacity and hopefully the heart to feel for its people, trustworthy and faithful enough to lead this country forward.

I am just thinking why everytime this country has a new bill to pass we always brand things to controversy. we associate thing to politics, to corrupt people in the governement or just some personal agenda. If our mind set is always like this, I think this nation will never move on, imagine there is no credible person in both parties and will never this country have maybe until catastrophic things happen like the one in 2012 movie. a huge flood to wipe out the civilzation. Crazy as we are if we wait for a messiah to come and save us. The best for us is to experiment what is in there and what we have today and I believe there wil be results and we can move on and get things to a better way CONSTANTLY and not INSTANTLY.

    What’s the uproar all about?

What’s so unconstitutional with the idea of Constituent Assembly?

Obviously the Senate and the Lower House have different opinion of how it is to be done, esp. the computation of affirmative votes on the measure. But this is a subject best left to the Supreme Court.

Notwithstanding their difference in the interpretation, both Senate and House agree that Constituent Assembly is a consitutional means of introducing change in the charter.

cha cha circa 2009 will not pass.
    that im sure.
but these characters in the congress will
be with us for a long time, arrogant and unrepentant.
    unpunished,they will strut like peacocks
in the halls of congress professing love for
country while shamelessly lining their pockets
and working as mercenaries of malacanang.
its about time we line them up ten at a time
untill we get rid of these scums and send a clear message to the others that betrayal
of public trust is dangerous and thick
pachydermic hide is no match against speeding
    led.

    No surprise…

the con-assers will not lose their seats; they represent provincial districts, and the vast majority can.t connect con-ass to Gloria forever.
just look at the thakin MPs that win over and over in their rural districts

nothing is wrong with con-ass or con-con but common sense says both house and senate have to vote separately in a bi-cam system

i wish we could have a “dust to dust, ashes to ashes day” for our honorable congressmen.
on that day, they will sit on a special chair and on live tv, will be asked simple question each like:
honorable congressman, do you get 20% cut from public works projects in your district?
if he answers NO, 2million giggawatts of electricity will zap him into dust.
honorable congressman, were you bribed by malacanang to vote in favor of cha cha?
if the answer is NO, bolts of electricity will
roast him untill he is all but ashes.
honorable congressma, why did you vote against the impeachment and for cha cha?
if the answer is because that is the wishes of
his constituent and because its good for the country and that he never received
any payola from malacanang for his votes,
he will be sucked into the heart of a blackhole
where he will be destroyed completely including
    his dusts and ashes.
on live tv for all to see.

    wish ko lang naman.

    Ricky,

Off topic, but I was a bit disappointed with the Leadership Forum on TV.

I thought the forum addressed the ills of the country in a very superficial way. You asked the candidates about their stands on a few important issues, like the reproductive health bill and internet porn, but are those really the benchmark issues for a Philippine president?

To help me make an informed choice, I would really like to hear the candidates respond to these:

What concrete steps will you take to reduce corruption in government?

Do you think we need to review the pork barrrel process? Including how much is given, and the way it is released (supporters get it, opponents don’t).

With regard to executive privilege, do you believe that all presidential conversations are protected, regardless of topic? Please elaborate.

Would you be in favor of revising the rules on political appointments? (i.e. reducing the number of positions that are filled by appointment, and enforcing strict qualification requirements for appointees).

How does the Rule of Law apply to the President? Please elaborate.

I’m sure the candidates would find ways to avoid answering, but I would still prefer to hear them discuss these issues, rather than the polite tea-time comments we heard the other day.

Not a criticism. Just a request.

Ricky, thanks for posting the names of the so called “honorable” congressman who voted for the passing of 1109. Many of us are dismayed on this issue and this is the time to look closely on these names. We should do our part by writing to our respective congressman (wherever we belong) and inform them of our disgust on their action.

I agree that future ANC forums must ask harder questions, the most important being if they favor unicameral or bicameral. Because anyone favoring unicameral wants strongman rule, as we all know the house will always follow the president whoever she is.

other issues I would like to hear an answer are:
mandatory ROTC (which is a form of conscription), supported by Teodoro, Jinggoy and Lim.
SIM Card registration as supported by Lacson.

I agree with you. What do you mean when you say “Payback time is coming.”?

I’m asking because I hear that kind of statement alot, but I never see any payback. All these crooked politicians are not afraid of the public because the public never takes action.

I don’t mean violent action or protest. By payback, do you mean that we will vote them out of office next time? That’s the right thing to do. Not only should we vote out the crooked politician, but we should also ensure that we don’t allow one of his relatives to take over the same office.

I think if that were common practice here, politicians would be a bit more responsive to the people.

I thought congressmen are the representatives of their constituents in their respective districts. But from the tone of their voices they don’t represent their constituents. This is what they implied when they approved the resolution convening themselves as a constitutional assembly. It is their personal interest what matters to them not the interest of their people whom they are suppose to represent.

I’ve watched a few of these Congressmen on TV. One in particular stands out in my mind; Rodlofo Antonio of Nueva Ecija. Anyway, he was doing a one-to-one interview on ANC recently and when asked if he had discussed this matter with his constituents, he replied yes. However, as he expounded on his answer, it seemed (to me) that he only spoke about the matter to a few people. Further, he made the comment (I’ll paraphrase here) that merely being elected by said constituents gives him the blanket approval to do as he sees fit. Is this the mindset of politicians here? I ask all of you… Have you written, emailed or called your Congressmen to express your feelings on this issue? Maybe its just me but I think that would be a more direct form of letting your feelings known… Just a thought.

Leonard is absolutely right. People often complain that their elected officials did not consult with them on a particular issue. yes, elected officials should make an effort to get their constituents’ views, but it is also our responsibility to communicate with them.

We should all be writing more letters and emails, and even making more phone calls. Tell them how you feel on the issues. That is the sign of a true democracy.

Not to mention ginanap ang anti-rally sa makati last week..ahihihi..media dn daw own by big companies sa pinas..ahhihihi..

Even the first Americans who created the american constitution said that we keep on changing the constitution in order to meet the needs. d ko lng naalaala anong exact words. sa discovery channel ko po nakita un.

    Question Everything,

yes, it’s true. The Americans have amended their constitution many times. But keep in mind that these were always amendments. In over 200 years, they never rewrote their constitution.

They say that the power of the US Constitution lies in the fact that it is flexible. Meaning that it can be changed. But it is also considered an almost sacred document. Every time an amendment was made, it was always done to address a single specific problem. To allow women to vote. To prohibit slavery. etc.

Here in the Philippines, it seems that when we talk about charter change, we really seem to mean rewriting the whole document. And, to this day, I am still not clear on exactly what amendments the proponents want to make.

    That’s where the danger lies.

He is really a puppet and was only put as Speaker of the house to be a dummy. We are NOT proud of you!

    this will help u understand:
Charter Change, also known as “Cha-Cha” in the Philippines, refers to the political and other related processes involved in amending or revising the current 1987 Constitution of the Philippines. Under the current constitution there are three modes of which it could be amended: people’s initiative (PI), constituent assembly and constitutional convention. All three would lead to a referendum wherein the proposed amendment/s or revision/s has to be approved by the majority of Filipinos in order to be adopted.

Constituent assembly or “con-ass” is one of the three modes in which the 1987 Constitution of the Philippines could be amended or revised. The other two modes are via People’s Initiative and Constitutional Convention. The bicameral Philippine Congress (Senate and the House of Representatives) is in a Constituent assembly mode when they formally convene to propose amendments or revisions to the 1987 constitution; and under Article XVII of the Constitution of the Philippines, upon a vote of three-fourths of all its Members.

    Charter Change under Ramos

The first Charter Change attempt on the 1987 Constitution was under President Fidel V. Ramos. Among the proposed changes in the constitution included a shift to a parliamentary system and the lifting of term limits of public officials. Ramos argued that the changes will bring more accountability, continuity and responsibility to the “gridlock” prone Philippine version of presidential bicameral system. Some politically active religious groups, opposition politicians, business tycoons and left wing organizations opposed the Charter change process that was supposed to lead to a national referendum. Critics argued that the proposed constitutional changes for one would benefit the incumbent which during that time was Ramos. On September 21, 1997, a church organized rally brought in an estimated half a million people to Rizal Park [1]

Furthermore, on Sept. 23, 1997 the Charter Change advocates suffered a setback when the Supreme Court, under Chief Justice Andres Narvasa, narrowly dismissed a petition filed by the People’s Initiative for Reform, Modernization and Action (PIRMA) that sought to amend the Constitution through a signature campaign or “People’s Initiative”. The Supreme Court dismissed the petition on the grounds that the People’s Initiative mode does not have enough enabling law for the proposed revisions or amendments in the 1987 constitution. Had the petition been successful, a national plebiscite would have been held for proposed changes.

    Charter Change under Estrada

Under President Joseph Estrada, there was a similar attempt to change the 1987 constitution. The process is termed as CONCORD or Constitutional Correction for Development. Unlike Charter change under Ramos and Arroyo the CONCORD proposal, according to its proponents, would only amend the ‘restrictive’ economic provisions of the constitution that is considered as impeding the entry of more foreign investments in the Philippines.

There were once again objections from opposition politicians, religious sects and left wing organizations based on diverse arguments such as national patrimony and the proposed constitutional changes would be self serving. Like his predecessor, Estrada’s government was accused of pushing Charter change for their own vested interests. Estrada’s presidency was cut short in January 2001 by the second “People Power” in the Philippines; the 2001 EDSA Revolution

    Charter Change under Arroyo

Under President Gloria Macapagal Arroyo, there were more solid attempts to change the 1987 constitution. Charter change was included in Arroyo’s election campaign platform during the 2004 elections and was considered as a high prority.[2] After winning the 2004 elections, President Arroyo by virtue of Executive Order No. 453,[3] created the Consultative Commission[4] headed by Dr. Jose V. Abueva. The task of the Consultative Commission was to propose the “necessary” revisions on the 1987 constitution after various consultation with different sectors of society. After about a year of consultations, the Consultative Commission came up with proposals[5] that included: a shift to a unicameral parliamentary form of government; economic liberalization; further decentralization of national government and more empowerment of local governments via transition to a parliamentary-federal government system.[6] While Charter change and “opening up” of the Philippine economy are generally supported by small to mid size businesses in the country (such as Philippine Chamber of Commerce and Industry (PCCI), Employers Confederation of the Philippines (ECOP)),[7] it is opposed by the powerful Makati Business Club (MBC).[8]

    Why Con-Ass?

Constitutions do go out of date. I would like to see our charter evolve or transform to catch up with the fast-changing global political and economic atmosphere.

Is Con-Ass less democratic? Consider this - the present charter that the so call “democratic forces” are trying to “defend” was drafted by 50 individuals hand-picked by former Pres. Aquino. The drafters of the 1987 Constitution weren’t even elected by the people, as opposed to the congressmen who won their respective congressional district races. Cory’s being against Con-Ass is understable - she wants to preserve one of her legacies, nope, not Kris Aquino - the 1987 Constitution.

Also, please recall that cause-oriented groups led by Bayan actively campaigned against the ratification of the 1987 charter. Now they are willing pawns in the political game, providing warm bodies to the scheming and opportunistic opposition.

    Con-Ass over ConCon

I like the present composition of the legislature. In the Upper House, we have eloquent senators who are not exactly pro-GMA. In the Lower House, there are members coming from various cause-oriented organizations. I don’t expect Ka Satur Ocampo or Ka Paeng Mariano or Etta Rosales to get elected as delegate to represent the district where they are elegible to run.

Note that some anti-Con-Ass senators are not even offering Con-Con as an alternative. Most of them doesn’t have “district constituency.” Take for example Nene Pimentel - there’s no way he will defeat any of the Emanos.

    to abysmalspecter

“evolving” and “transforming” something as big as a nations constitution does not happen with
a marching order from the cappo i cappi and rammed surreptitiously in the middle of the night. decent lawmakers don’t do that in civilized countries. only thieves and mafiosi types acts that way.

and these are the people you like. wow!

no survey result ever came up saying people approves of your con assers changing the constitutions this year. so what constituents are your con assers representing? compare to them nene is infinitely better representative.

is acting against the wish of these honorable congressmen’s constituent democratic? its more like they’re acting like own your description of “willing pawns in the political game, providing warm bodies to the scheming and opportunistic”

you speak of bayan and others as if today is the 1960’s and the cold war is still raging.
21st century na and china and russia are
    shamelessly capitalistic to the bone.
by the way, bayan and others may be noisy, argumentative and annoying but they kept the fire of freedom going in the darkest nights of the marcos dictatorship with great sacrifice. we, discussing issues now, are beneficiaries of those sacrifices. else by now i would be in a cell counting minutes into hours, hours into day… and you, well you could be an undersecretary.

methinks the only reason you “like the present composition of the legislature” is because it has enough opposition to make the exercise look credible but not enough vote to throw cha cha. that’s being dishonest.

the real reason for cha cha now is for the queen to continue ruling the hive. her drones have already said so. do you dispute that?

a slab of cow dung grilled to perfection swimming in rich thick sauce does not a steak make even if it came from the same cow.
you dont have to taste it to know. the reek of its smell would easily tell you it’s bullshit.

changing the constitution so that the queen wont have a coitus interuptus is a bit to much
to impose to a nation. its actually a bit shameless and obscene.

I am wondering where i can find the attendance of the session when the congress voted for the conass bill. I’m curious if some of the solons from our region voted no or they were merely not around during the casting of votes. thanks.

Mr. Arthur Defensor 3rd district of Iloilo for sure will support GMA in this endeavor. The reason being is he wants to build a dynasty for his family in his district. He will run for governor and toto his son will run for congress and another son for board member. I just hope people in his district will be mature enough to realize that GMA cling to power also assures him of his ambition and plans to build his family’s dynasty.
